My read of cups-lpd is that it isn't really an lpd substitution but rather a way to interface your local cups install with an lpd setup on another systems.
The question is what exactly is your application doing that requires "lpd". It may be there is a way you can just write a script that uses the "lp" command to do what you need and just name the script appropriately.
Odd - xpr in your key map does not appear to be available for RHEL4 but is on RHEL5 (part of xorg-x11-apps RPM).
The online man page for xpr says it formats the xwd dump (done earlier in your map command line) for printing. It then puts it to lpr command.
lpr works for cups but since you're not getting xpr the issue would appear to be there.
Unfortunately this isn't an area I'm knowledgeable in so I'd suggest you post a new question to the list (not in this thread) saying "How do I get xpr working on RHEL4?". Someone knowledgeable about it may be able to provide details or may tell you another way to do the print of the xwd. (I gather there are some conversion utilities and maybe the newer way is convert and print but if so it makes one wonder why xpr is available for RHEL5.)
Failing all that you might try to locate source for xpr and build it yourself.
