In Distro: tahrpup 6.0.5 (trusty tahr) Window Manager: JWM vgit-976
it does not recognize my usb wifi dongle.
"lsusb" command finds the device that i think is the wifi adapter:
Bus 001 Device 002: ID 148f:7601 Ralink Technology, Corp.
And can you not just look at it and say "It's brand xxx, model yyy", rather than saying what you 'think' it is?

You don't know the answer to what question?? Are you unable to just LOOK at the dongle, to see what it is?? Can you not look at the manual?? No error messages at all?
Why bother posting if all you can say is "I have some sort of wifi dongle that doesn't work"?? No one can help you without any useful details.
That ID shows that the wireless device in question is using the MediaTek MT7601U chipset, and requires the mt7601u driver.
This driver has only been supported since kernel 4.2+. In other words, it's pretty new. Tahrpup 6.0.5 uses the 3.14.20 kernel. Therefore, that chipset is not supported by your present kernel. I also don't recognise that particular driver; AFAIK, nobody in the Puppy community has as yet had any reason to compile an 'add-on' driver for it.
You need to run a newer kernel to get support for that. Of course it'll work in 'Lubuntu 16'; it uses a far newer kernel. And in XP you have to load the driver supplied on the mini-CD. Puppy doesn't update kernels in the same way as most other Linux distros; if you want a newer kernel, you simply run a newer Puppy.
If your hardware permits it, I would suggest trying Xenialpup 7.5, with the 4.9.58 kernel. Support for the adapter should be built-in.
If, as TBOne notes, you have a 'history' of not responding to posts, or giving us any useful information, then this will be the only response you get from me. Don't expect help again; it'll just be a waste of everybody's time.

It's my one pet 'niggle'.....
Indeed. My favorites are always the posters who say they'll 'come back and update with their findings', and you never hear from them again. Until, of course, their NEXT issue, where they don't research, show effort, or answer questions.
"Tahrpup is an official community edition (CE) of Puppy Linux, built from ubuntu 14.04 LTS trusty tahr packages, 3.14.20 kernel" Now you say that it works in Lubuntu 16 so we may need to start there.
I'd go to the Ubuntu version and see what driver it is using for this chipset. Puppy is a special distro made form minimal systems but as with all distro's it doesn't supply every driver for every device.
Start by using the information you get from your lubuntu and then look at the Puppy documentation.
