Angry Ctrl, shift and alt keys don't work in shortcuts on Linux Puppy


Hey everyone. I have a linux puppy on my bootable USB. For some reason control, alt and shift keys don't work in shortcut: ex. shift works well for changing letters to capital, but shortcuts as ctrl+C, ctrl+V, ctrl+Z, ctrl+A, shift+alt (language change), alt+tab and other don't work. I've tried to install other version of puppy, but it didn't help (now using BionicPup32 v. 19.03). Right click+copy or right click+paste works well. Tried to change keyboard model in "Input wizard", control key position, add own shortcut in setup/desktop/shortcuts (as ctrl+c ---> "copy" action), but when I save it, system says that has happened some error and it loads latest backup. It didn't prompt same message on the other linux puppy, but there shortcut just didn't work. More than that, I opened an on-screen-keyboard and tried to write some text. It highlighted all keys that I pressed, expect control, alt and shift (including right control and others). What might it be?

P.S. Using linux only third day, sorry for dumbness

Look for hot keys text file in your puppy install.

Didn't find that file anywhere. What do you mean by "puppy install"?
Anyway, even when I right-click in text editor, puppy shows that ctrl-c/ctrl-v is a copy-paste shortcuts (screenshot: https://ibb.co/8gV5Fs3) -- why would they be different?

Main question: can I somehow change these shortcuts?
