2.10 scheduler runqueue o(1)

Hi
I'm trying to built a simulator of the scheduler for the kernel2.10 to probe the o(1). I've been reading a lot of code and info about but i still cant figure out how to sched_find_first_bit() finds the set bit in the array using no loops.

Can anybody explain this to me?(i've seen the assambler code genered by __ffs but didnt help me)

Thank you.
