Yes, you can create FTP accounts by adding accounts to your system. Or it may be possible to add them to the configuration file for your FTP server, depending on which one your using.
useradd (no spaces) adds users.
man useradd for more options and to read the man page. You can read the man page for every command on your system by issuing man in front of it.
Yes, chmod is used to change the permissions of directories, files, etc.
Everything can be configured by command in Linux, what do you think those GUI tools are doing for you, just running the commands for you behind the scenes, etc.
Logged in as root, cd into your / directory and press tab twice.. it will display all the available commands on your system, there will probably be over 2,000 available. That's probably about 1900 more than DOS ever had...
