Displaying non-English characters in Mdk 10.1

I created a text file (in Fedora, using OpenOffice.org) containing non-English characters, such as the letter 'a' with a ^ above it, i.e. like the French circumflex (also used in Welsh, which is why I want to use it, being a Welsh speaker). When I view this file in a text editor running Fedora Core 3 the characters all appear fine, but when I view this file in a text editor using Mandrake Linux 10.1 the characters do not appear correctly - Mandrake seems to have problems interpreting them. This problem is also present with these characters when they appear in the cddb CD database, used by kscd. Is there something which I need to set to get these characters displayed properly?

Make sure you have the same language settings in MDK as in Fedora. Also check for UTF8 support in the
programs.
