I'd like to create a new account, but it doesn't accept my email address since it is already used by this present account.
What is the approach?

Creating a new id requires a new email account as the system only allows one id = one email.
You'll have to sign up with another email to create another account on the site.

Can you tell me why people need to have replied at least 5 times before they can post urls?

Its to prevent people to only sign up to spam the forums with links to advertise their site/products.. etc. Next time you need to create your own thread, as you question has nothing to do with the original thread question.
