I have to add my two cents here. In years pay, Paypal ripped off many a customer, with no customer service to be found. The only recourse was to get a charge-back through your own credit card if you did the chargeback within so much time. (you got nothing if you used a 'check card), PP would drag along the process until you couldn't do a chargeback. They tried that with me, but I beat them by doing the chargeback.
Now, the new PP agreement you have to sign to use the new Ebay PP service, says that you 'waive' your right to doing chargebacks. A blatant violation of your 'rights'. But alas, people sign away their rights, not knowing that they are giving the criminals that PP protects the edge. Did you know that a criminal through PP, can send you 'crap' and PP will protect that seller/criminal, saying that he sent you 'goods' and that PP is not responsible for the quality?
How silly, if PP is transfering the cash, they must uphold your right to get your money back, just like going to Macy's or anywhere else using a CC card. It's too bad that PP sold Ebay a 'front' for criminals, instead of a real service to its customers.
For shame, for shame, PP is not any consumers friend.
