what OS does KVM usually installed on?
From my understanding, KVM should be installed in a hypervisor OS, question:
1. for a better practice, it should be an Ubuntu/fedora server version, rather than an ubuntu/fedora desktop version right?
2. in case I need to have virt-manager, I don't have GUI for ubuntu server, what should be done normally?

no, you can install it on [almost] any linux server/desktop.

you can use virsh and/or qemu* commands (for example)
