Wine Error durring installation


When I try to run an installation using wine, I get the following error message:

The install shield engine (ikernal.exe) could not be installed.
ikernal could not be copied to "C:\program files\common files\install shield\engine\6\intel 32" Please check to see that you have proper privilages to modify this file.

I am running this command as root... So I would assume this isn't a permissions issue, right?
