rpm -Uvh does not work with header & rpm files in /var/spool/up2date

I have downloaded rpm and header files using up2date and have run the configuration with up2date --nox --configure to change the pkgSkipList so that the kernel is cleared out. When I try to run (in the /var/spool/up2date directory where all of the header and rpm files are located) rpm -Uvh *, I get rpeated errors of 'read manifest failed: success' for each header/rpm.

Am I missing something?
