Looking for user management system in linux


Hi, I'm setting up a box for a professor friend of mine, and naturally want to use GNU/Linux instead of Windows. Here is what he sent as a request to me. Does Webmin/Usermin fit the bill, or would there be anything better or more appropriate?

"I am interested in securing some software (or website service) where
students could email (or use an electronic drop box) documents to me.
Then I (or other specified people (other professors, TAs, colleagues)
could go to the files an review the or send them out to others for
review. Then the reviewed files could be sent (or "dropped") back in.
All the while I'd like to be able to easily track who I received a
document from, who I sent one to (and when), and who returned the
document. I found one such system (http://www.itaz.com/). I could do
this in WebCT, but I'm trying to move away from it. If you have a
chance this weekend to take a look for something, it would be much
appreciated."

I managed to do this with samba. Export a directory called "dropbox" with appropriate permissions. But this sort of thing is usually part of the academic network anyway... so I guess a reason why this is special would be useful.
