I need a program to combine text with gif files


I am looking for a program that will take an image (GIF file) and then take a text file and combine the two. It should then be saved as a Gif file. The text should go over the picture.

Um, why are you trying to do that? Just open the GIF in any image editing program (gimp for example) and add text over the image.
