How do I install Equivs when apt is already locked by dependencies?

In my quest to "provide" the perl and mysql packages that I compiled by hand, I discovered the lore of "equivs". This is good, but now I need to install Equivs and apt-get is still locked by the perl and mysql dependencies.

How does one install Equivs when apt-get is already locked?
Thanks
