How do I create searchable PDF's?

A PDF Searchable Image is a PDF Image Only document with the addition of a text layer beneath the image enabling text searchability.

PDF's created directly from a scan are non-searchable and I like to search my PDF's.

Convert images to text. Use an OCR program.

(images being not photos but real text that was included as an image and not ocr readable)

And that's a problem how? In fact, if you get OCR done, and convert
the text to PDF you not only get a searchable PDF, you get a much
smaller one ....

Embedding an image of scanned text into a PDF will yield a PDF of
