gstreamer stream when using jpeg doesn't fill screen where h264 stream does

Calling any gstreamer experts out there.

So, I'm using gstreamer to stream live video across a local network and trying for minimum latency.
Tried 2 different pipelines. One using jpegenc with rtpjpegpay. The other using x264enc with rtph264pay on the sender and on the receiver using rtpjpegdepay jpegdec and rtph264depay with avdec_h264 respectively.

Both options stream video fine, but there is one glaringly obvious difference in the picture displayed on the reciever that I don't understand.

When using jpeg, the picture doesn't fill the screen. It instead has a top and bottom border of around 1/2 inch.
Using h264 does fill the screen completely.

So, what do I need to add to the pipeline to get the jpeg stream full screen?

It's not to frustrating, but finding an answer would be good, if only for my own peace of mind.

TIA for any answers.
