Creating templates in OO.org 1.1.2

I wanted to create a template in OO.org 1.1.2. I created my document with two graphics, a logo in the top and a bar at the bottom. Then I saved it with .stw extension and it now appears in the File > New > Templates and documents menu.
But when I open it and start to write, the text pushes the bar to a second page, which wasn't supposed to happen. Instead, OO.org should have created a second page with both graphics, the logo and the bar in the right positions.

Can someone give me any light in this?

Thanks!
