libX11-xcb is part of upstream libX11 but it may be packaged separately in your distro. If so, it will have separate headers. Check with your package manager.

Well, it does use some parts of Autoconf infrastructure, but it is not your average GNU Autoconf project. Actually, it uses the Firefox build system. Did you follow instructions in BUILD when trying to build it?

Edit. Install libx11-xcb-dev.

I updated my post above. See there.
Code:
$ apt-file search libX11-xcb.so
libx11-xcb-dev: /usr/lib/x86_64-linux-gnu/libX11-xcb.so
libx11-xcb1: /usr/lib/x86_64-linux-gnu/libX11-xcb.so.1
libx11-xcb1: /usr/lib/x86_64-linux-gnu/libX11-xcb.so.1.0.0
