apache - public_html (mod_userdir) loaded but wont work :(

So in my /etc/httpd/conf/commonhttpd.conf i have;

<IfModule mod_userdir.c>
UserDir public_html
</IfModule>

uncommented. Im using Mandrake 9, just as I was on another machine and all i remember was uncommenting this and it worked just fine, this time around however, it is not and im loosing my mind over it.

I doublechecked that mod_userdir.so was loaded in httpd.conf and over looked all the other settings, looks fine to me, permissions on the dir (for testing purposes) are set to rwxrwxrwx, Any suggestions? Perhaps I am over looking something.

Thanks.

Need more info. If you go to http://www.yourdomain.com/~youruser
what happens? Don't know about Mandrake but in Red Hat you have to edit the /etc/httpd/conf/httpd.conf file. I don't know what that commonhttpd.conf file is.

What message do you get when you go to http://www.yourdomain.com/~youruser ?
