Apache, closed ports

Has anyone seen this? This is happening when I try to add a listen
directive to the Apache config file. The directive reads like

Listen www.hingedmind.com:8000

I am using 8000 because I am thinking my ISP has 80 blocked.

How do I turn on a port? When going to www.grc.com and using the Sheilds
Up! program; port 8000 is showning closed. Would that cause this error?

/etc/init.d/apache2 start returned 7 (program is not running):

Starting httpd2 (prefork) (99)Cannot assign requested address: make_sock:
could not bind to address 24.205.232.14:8000
no listening sockets available, shutting down
Unable to open logs
...failed

you may have some firewall running blocking that port. you don't turn ports "on" you simply a) don't prevent access to it and b) let something (i.e. apache) wait on it like you already are.

Thanks for the response Chris.

So technically all ports are closed until used or blocked in which case they would be stealth. This problem is showing up when I start Apache. So it seems this may be something else.
