VirtualBox guest Centos Stream - dnsmasq running but service is disabled


Folks,

I have a VirtualBox guest running CentOS Stream which I installed in VBox from the ISO. In the guest, dnsmasq is running twice:

# ps -eaf | grep dnsmasq
dnsmasq     1943       1  0 19:39 ?        00:00:00 /usr/sbin/dnsmasq --conf-file=/var/lib/libvirt/dnsmasq/default.conf --leasefile-ro --dhcp-script=/usr/libexec/libvirt_leaseshelper
root        1944    1943  0 19:39 ?        00:00:00 /usr/sbin/dnsmasq --conf-file=/var/lib/libvirt/dnsmasq/default.conf --leasefile-ro --dhcp-script=/usr/libexec/libvirt_leaseshelper
But the service is disabled:

# systemctl status dnsmasq
● dnsmasq.service - DNS caching server.
   Loaded: loaded (/usr/lib/systemd/system/dnsmasq.service; disabled; vendor preset: disabled)
   Active: inactive (dead)
My question is - what configuration is causing this to start? (The host is Ubuntu Focal by the way.) Thank you.

First, try and systemctl stop dnsmasq. Check.

If not kill -9 both 1943 and 1944. Reboot, see if they come back.

They aren't 2, one is the parent of the other. There are reasons that it is forked, I think it forks
to handle tcp connections. I think if it handling dhcp script calls, I think it forks.
