Local Epel Repo


I have asked this question before but i failed to succeed with the last one:

I have to make a local Epel repository.
This should contain a few packages like tomcat and htop
Other servers should be able to access this.
it should automaticlly update itself.

They say the easiest way is to do some of this in a script

i have never used a script or made one

Can anyone help me out
