"announcing itself as a local master browser for workgroup" won't go away

Hi, I deleted laptop mac id from wireless access point by mistake. Laptop was used somewhere else and was set to obtain ip address. I have the lan computers use static ips. After I put the mac id back and set a static ip laptop keeps "announcing itself as a local master browser for workgroup" although before all of this it didn't with the registry settings above and what's in smb.conf.
Thought about stop starting samba but that didn't stop it. Haven't rebooted samba computer not sure why I would have to. Samba computer wins anyways, that 'announcing itself...' is cluttering up syslog.
