somenow the port seems listening,
Code:
tcp 0 0 0.0.0.0:9997 0.0.0.0:* LISTEN 8262/splunkd
But telnet to the port 8080 and 9997 doesnotwork. am totally stuck.

Next question, from your machine that is NOT 192.168.11.24, can you
Code:
ping -c 3 192.168.11.24
and get success?

ping works fine and the tcp 9997 listens on forwarder. I have enabled on splunk server in settings-->Forward and recieving--> Receive data--> 9997 enabled

So if ping works fine, but telnet does not, it is time to examine the firewall logs and find out what it says is happening to those packets: both those getting through, and those that seem NOT to be getting through.

I dont know somehow the telnet from Client to server started working, am really not sure what it made to work. Now am also able to monitor all the logs.

Glad to read that. You might want to make the thread "solved", as something you did obviously worked.
Congratulations!
