Plone is not PHP, it is Zope with python. The learning curve it pretty good. The documentation for Plone is pretty lacking too. I set up a couple sites at work using Plone and had a very hard time with it compared to a PHP set up. I even bought a couple books and they showed the basics but nothing that dug deep into plone.
Plone also takes a pretty good hardware to run fast (2 gig cpu and 1 gig ram). All my machins have 500mhz to 800mhz and it ran really slow for me.

If you are looking for a simple PHP CMS, try Joomla. I like it for personal and small business sites.
If you are looking for a PHP CMS that has everything, Tikiwiki is the one. I think if you look hard enough there is a kitchen sink in it, lol.
