is this rite?

hi,

i need to write to a file "/etc/ppp/pap-secrets" using a php script running in my apache webserver.
this file owner is root and group is root.. so writing to this file from the php script gives error saying permission is denied..

i think i can do this successfully by compling apache with suexec support..right now i have the default apache installation...

so for the time being i have set the fileowner as apache group root permissions: 0200

can someone tell how secure is this?
