In general all the distros comes with the same settings, so this is not an issue (I mean for example - the same - ssh will work exactly the same way on any distro).
You need to configure your system for maximum security, which usually means you need to lock/stop/disable everything and start/enable only what you really need. And obviously you need to be strict....

Don't quote me on this, but I believe Fedora comes with SElinux enabled.

You have several strong technologies – I happen to think that AppArmor is a bit easier to manage than SELinux.

But, all of these are a dramatic improvement to the traditional Linux/Unix security model.
