Try another user than root. It's quite common that root access is not allowed by the ssh daemon.
Perhaps the debug messages you get with ssh -vvv provide another insight.

I installed rsync on my centos 5 and configured it automatically synchronize to remote server over ssh without password.

Then the only solution I see is fixing the ssh configuration on the server.

Most servers have a way of accessing the console remotely. Personally I only know about HP Proliants, which have a component named iLO that allows you to access the graphics console (requires a license) or the serial console (no license required). You ssh to the iLO's IP address, log on to it and run vsp, the virtual serial port.
Then log on to the server.
Of course, that requires you to either have a key or certificate for the iLO, or account/password.

Other server vendors should have something equivalent.

Or if you can, just walk over to the server and log on to the console locally.

Thanks for the replay,

Now, I can walk over to the server and log on to the console locally. But Someone want to access from another city. I must fix it quickly.
