if you're serious you should realyl describe what you mean by that. It takes no longer to sign up there than any other forum. Voting without taking a larger part in the LQ community doesn't seem that logical to me. The polls done here, even for annual awards, are for members who are already taking a part, not to be signed up for in their own right.
It realy seems to me that you must be joking..........when I signed up it was as fast as could be expected, I was a member in a short period of time able to post etc. etc. Your posting, which means that you are a member.

A. There is absolutely no cost associated with becoming a member.
Q. Do I HAVE to register?
A. No, but becoming a member does have its benefits.

You've been registered nearly a year now and only 3 posts, I think there is a minimal amount of posts required before you can vote, you'll need to be a little more active on the forums to be given the privilege of voting.
