you cannot install a tarball, you can store a tarball.
A tarball is nothing more than an archive, containing files (tar works on BSD and Linux).
So, technically, the answer is yes.
However, if you mean, installing/using the files inside (linux targeted) a tar file, then the answer is yes, if you installed the linux compatibility layer inside bsd. (and the program is not too complicated for this compatibility layer to interpret)
