Question Webpage showing special character, inverted exclaimation mark


One of my user uploaded his webpages to my redhat box (enterprise) and he realise that the page is displaying inverted exclaimation mark. When i offered to go thru his code, the symbol is actually a space. When upload to a windows machine, the symbol does not show. What others lang can i installed? I have installed ttfonts-zh_CN and ttfonts-zh_TW.

Later i realised that he got his "charset=gb2312". When i changed it to "iso-5589-1", the symbol disappears. I understand this is one way to solve the solution but i believe there are others.

Can somebody pls help me?
