Terminal background color not working

I was just wondering if any of you had this same problem and found a way to fix it? I'm trying to change my background color to blue with green text, but I'm having a problem. It seems that the onlything that has a blue background on whatever is before the prompt. What am I doing wrong? This is the line that I have in my .bash_profile.

you can set your colour options via putty. putty's options override those of what /etc/profile or ~/.bashrc control.

I'd like to do that, but since I'm using Xwin-32 it will only take the default setting...
