You have just to reinstall xp in the same partition , and after you will have to reinstall the bootloader Grub.
For the reinstallation of Grub please see the steps in this link
Your question: can I reformat C without affecting fedora partition?
The answer is: YES. Fedora partition is theoretically safe.
Since you wanted to reisntall xp for dual boot you need to backup your Master Boot Record (MBR) to safe partition, place or folder, and restore it later for dual booting. Backup first before everything. Do this:
Proceed reformatting and reinstallation of Xp. Since grub can better handle chainloading several systems you will restore its picture into the mbr again. Do this:
dd if=/<your_safe_place>/MYMBRbackup of=/dev/sda
This will replace Xp booting with grub again. So, reboot to Fedora, edit grub menu.lst add lines to point to Xp for chainloading. If you do this you will have dual booting very easily done.
{At hand I have no idea what type of hdd you are running PATA or SATA; and I have no idea which partition is Xp and Fedora, you may change the sytax accordingly.}
Read some tutorials about grub to learn how to edit menu.lst. Its very easy and it will not take half hour to learn if your are fast.
Hope this helps.
By the way: Welcome to Linux community.
