Pure-ftpd - error 553

I'm a newbie using using Suse 9.1 and am having problems with pure-ftpd.

I have the virtual-users configured correctly (well at least I think they are).

I can log in as a virtual user but cannot browse or upload. When I try uploading I get the following error:

553-Can't open that file: Permission denied
553 Rename/move failure: No such file or directory

I did some googling and found this potential solution:

The latest version of pure-ftpd requires you to add pureftpd_enable="YES" to /etc/rc.conf in order for it to start. Just run the following command to fix this: echo 'pureftpd_enable="YES"' >> /etc/rc.conf

Does anyone know if this will work ?
