I seem to have locked myself out phpmyadmin and forgot password
i get this message now

You don't have permission to access /phpmyadmin/ on this server.
I run centos hosting shoutcast streams
Can anyone give me some beginners advice please?

You are not prompted for a password. You get the above error from apache, meaning that there is an error in phpmyadmin configuration.
You don't provide many details, but perhaps you need to just add your IP in the phpmyadmin config file.

My ip changes on an almost daily basis with sky
ive setup a dns client to account for this and set a domain as my ip
could i use the domain name instead in the config file?
It's important to understand that phpmyadmin is only an interface to a mysql database (or mariadb or whatever). So there's never actually a "phpmyadmin password", but a mysql password and an apache password.
So if there's a pop-up prompting you for the password, then that's most probably Apache which is asking for a password. And if that's the case, then probably some admin (or yourself) set it up with htpasswd or some other tool.
So first of all, do you actually get to phpmyadmin or do is there a pop-up in the middle asking for the login credentials?
If you can't log into the mysql database, then try it through the command line. What user are you using? Is the mysql admin? (perhaps the root).

Sure you can use the hostname instead of the IP.

The password in question is the password of the mysql root user. You should have given one when you installed mysql
