What's the output of
lsusb after you have plugged it in and waited 10S ? This'll tell us what the device really is (the likely chipset).
Some of these devices show up as being a CD-ROM when first plugged in. This "CD-ROM" has the windows drivers (useless for linux). You need to switch it using
usb_modeswitch before it will show up as
/dev/ttyUSB0 or similar.
Once
/dev/ttyUSB0 shows up, you can use the device with
wvdial See
man wvdial and
man wvdial.conf (or just search LQ)
