browser euckr from utf8 db

Databse is utf8, but I want to browse euckr at browser.

At index.php, I write "<meta http-equiv="content-type" content="text/html; charset=euc-kr">", however I can see ???.

For some reason, I should keep "database should be utf8" and "browsing euckr".

This database's status is here:

Code:
mysql> show variables like "%character%";
+--------------------------+----------------------------------+
| Variable_name | Value |
+--------------------------+----------------------------------+
| character_set_client | utf8 |
| character_set_connection | utf8 |
| character_set_database | utf8 |
| character_set_filesystem | binary |
| character_set_results | utf8 |
| character_set_server | utf8 |
| character_set_system | utf8 |
| character_sets_dir | /opt/lampp/share/mysql/charsets/ |
+--------------------------+----------------------------------+

At phpmyadmin with "MySQL connection collation: utf8_general_ci" and " euckr_general_ci", I can read my data.

But at my site I could see ???.

Apm versions is here:
Quote:
- Apache 2.2.9
- MySQL 5.0.67
- PHP 5.2.6
Any comment would be appreciated.
