2 Questions About Config

Thanks once again for bearig with me, but I have ran into a issue. I have KDE 3.1 and I on my destop I am unable to move any of my icons. I get that cicle with a line through in indicating that it cannot be moved. Is there anyway that I can solve this? As well i have a microsoft (which I am replacing soon ) optical scroll mouse but I cannot find a way to make the os realise this. I set Linux up at another place and it has a different mouse with no scroll. Anyway that is my rant if you can help me that would me great. Thanks again guys.

Would that be the icons the system places there or some program shortcuts you have created?
