Upload AND download limit to 100 kilobytes / sec

Hi, I want to limit upload AND download speed to total of 100 kilobytes / sec. The key moment is that total speed shall be always 100 kilobytes / sec. This includes upload + download from some ip address or mac address.
example :
if this ip / mac address downloads with 60 kilobytes/sec, and it tries to upload some file. the upload rate shall not exceed 40 kbytes/sec.
can anybody tell me where i can read some stuff about this type of limit. I already saw lartc.org, but it did not helped.
I already have HTB that is limiting download speed, and it works fine for months. The real problem is htb combined with upload limit.

Hi Cesar,
I tried this patch on our router (Skackware 10.1 kernel 2.4.31 ), but it causes kernel panic if the router generate traffic from localhost to the host wich is limited . I.e. if I limit my own workstation, and start iptraf from the workstation. The panic is caused randomly. The reasons are not known for me. We are using more than one internet provider. I have my own script to determine if some provider goes down. The script changes the routes, and flushes ip cache as needed. If provider gets back routes are changed so it takes some portion of the traffic. This may cause problems with IMQ too.
I'm now testing with Slackware 11.0. If I do not limit my own host and connect to the router there is absolutely no problems. Upload + download traffic is total of 100 kbps for the limited host and is divided always as I need.
The good news is that I can use HTB, so my old scripts worked fine with little changes.

If you have any experience, let me know
