Thank you for the help. I had forgotten that previous post, because that was posted just a month before my life collapsed and has taken me 3 years to recover from it. I think I'll withdraw both questions until I can get more of a idea what's wrong.
If you are using a noip free account you need to "renew" the URL every 30 days or it will be deleted. You should be getting an automated email with the address that you used when you signed up. If you sign into your noip account you should see the status.
You probably need to configure vsftp for passive mode, define those ports in vsftpd.conf and then specifically allow those through the firewalls as necessary.
The problem with ftp is that it is completely plaintext. You can configure vsftp to use ftps which is an encrypted version but again why do you need it in the first place.
I'd always try access from localhost FIRST. This avoids all network/firewall issues, and then work your way out, first to a machine or client on the LAN or within the firewall, then lastly to the internet.
