ssi in apache

Hi,

I'm trying to get ssi to work in apache. My httpd.conf file has Options Includes. The AddHandler and AddType lines are uncommented in commomhttpd.conf. I added Options Includes in

<Directory />
Options Includes
AllowOverride None
</Directory>

in the commonhttpd.conf file. My files end in .shtml. I restarted apache. As far as I can tell mod_includes is compiled. Includes just won't work. Any ideas?
