Please help with anti-spoofing in iptables

Hi all,
your help is greatly appreciated. my head is burning now!!!!.
I want to have my workstations to be assigned with particular IP. I dont want them to change or play around with it. If they change to other ip, they would not be able to connect to network.
iptables -I INPUT -i eth0 -s 192.168.1.3 -m mac --mac-source ! 00:XX:XX:XX:XX:XX -j DROP . that iptables rule was put in , but nothing happened when i changed workstation ip to something else. I was still able to connect to network. I tried with ebtables as well. ebtables -A INPUT -p IPv4 --ip-src 192.168.1.3 -s ! 00:XX:XX:XX:XX:XX -j DROP. NO luck

HELP HELP
