Exclamation Internet Service 'Watchdog'


I Have a RPi serving internet through a normal HomeLAN.
To gain access to internet, have to login on a page (FONera);
Sometimes it get down, and have to reboot, open the browser (already with the credentials) and reconnect...

Is there a way, or script, that check when internet is down (trough an system event analisys, and not using cron), and JUST auto reboot, open the browser, and close it 10sec later?
