pcmcia-cs was only for 2.4 kernels. Modern package is
pcmciautils. This contains userspace tools. You still need PCCard driver(s) enabled in kernel. If your distro comes with pcmcia_core kernel module then it probably has support also for your PCI-to-PCMCIA bridge and the final component for this particular device is probably tulip driver.
I have no clue if mainstream disros still build their kernels with PCMCIA/Cardbus support enabled. You may need to configure and build your own custom kernel.
