connection was refused when attempting to contact localhost


I have fedora with apache 2.0.55 and php 5.0.xx installed and it
works fine when I use the router (internetconnection).
When I disconnect this connectivity already with the boot prosses
eth0 faild.
route shows
169.254.0.0 * 255.255.255.0 U 0 0 0 0 lo
hostname localhost
uname linux

What do I have to change that http is only local without
having to connect to the internet?

it's easy turn the apache on
/usr/local/apache2/bin/apachectl start

and it works
