"a router" is many many things to different people. at the base of it, run "echo 1 > /proc/sys/net/ipv4/ip_forward" and it will route packets. it is a router. There are huge amounts of things you can do past that, going up to installing zebra or quagga on it to use bgp, rip, ospf etc...

i just want to enable ip forwarding between eth1 and eth0
because eth0 connected direct to ADSL router
and eth1 connected to local lan switch

and i think echo 1 > /proc/sys/net/ipv4/ip_forward
doesn't make Continuous router this configuration will Disappear at next system restart

if i want to enable just ip forwarding
which package name should i use and which configurations file

also i check file
/etc/sysctl.conf
net.ipv4.ip_forward = 1

this line is not there in madriva 2008

sysctl.conf is the place to set it permanently, and you clearly already know that, so i don't know what else you are after... you don't need to install anything else at all.
