Question Bandwidth Shaping


I am attempting to use the tc command to limit traffic speed on my eth0 interface. I issued the command:

tc qdisc add dev eth0 root tbf rate 256kbps burst 5kb latency 70ms peakrate 0.5mbit minburst 1500
and recieved the message:

RTNETLINK answers: Invalid argument
What does this mean and how do i fix it?

I am running Gentoo Linux with a 2.4.26 kernel
