Returning to Mint, I installed arandr and ran it up.
I was surprised to see the two outlines of my screens (VGA1 and HDMI) swapped over.

I had previously set them in Preferences->System_Settings->Display.

I reset them from arandr and was delighted to find the mouse cursor going between them just as I wanted. I was careful to ensure 'apply' was clicked and also saved my selection.

However when I rebooted, the screens had reversed and so had the mouse control.
I went back into Preferences->System_Settings->Display and found them reversed.
Changing them now moved icons and panel to the left (VGA) screen. Exactly what I had been trying to avoid.

BUT, when I exited Preferences the whole thing righted itself.

I rebooted again. This time it came up just as I left it.
I reckon we can call that solved.
