Thank you for the courtesy of your reply; the computer technician had originally set my system up with a wireless Logitech keyboard & mouse. I replaced the mouse with a cabled Insignia mouse (model #NS-PNMW319 | s/n: 18G16A004771) that I already had because I distrust all things wireless ― but I never got around to getting the cabled keyboard.
So I pulled out the Logitech wireless and turned it on ― I had never removed the battery ― and at the moment it seems to be working properly. Very strange. This has, in fact, happened before; but, previously, I was always able to do something to resolve the issue. I'll wait twenty-four (24) hours before labelling this as [SOLVED].
Are you sure the mouse you were given was set up the right way? You would get these pop-ups if you were using a left-handed mouse right-handedly (or the reverse).
I believe that the cabled mouse was correctly setup; in order to further this experiment, I disconnected the cabled mouse. I freely admit that I am utterly clueless about this behavior; I have no idea as to why those pop-up menus were showing up and disabling the wireless keyboard at the same time.

Reason: corrected style to my preference
If you now have a mouse that works properly, you can try popping up the menus deliberately. Move the mouse to places where you can remember a box popping up and right-click. See if anything pops up.

Were the keyboard and mouse purchased together, with one USB dongle for both instead of one for each? If it's the former, something might just be bad. If it's the latter, the two dongles might be interfering with each other and/or the keyboard and mouse might be trying to talk to the wrong one.

What was popping up was the menu that would show up if you were to right-click the mouse. I do not know why the INSIGNIA mouse was suddenly doing this.

The computer tech. bought the keyboard, mouse and dongle as a single package; the dongle is in one of the USB ports in the back of the tower.
