Sometimes, if you leave too long between updates & upgrades, something can get a bit off. It's usually fixed by simple commands like 'apt-get --fix-broken.' I personally have never had this problem with Mint-19.0, although I had it with Debian or Ubuntu in VMs here.

Thanks Bus Kid. I need to learn more about command line code obviously. It is a bit confusing to me because I am more or less just a user not a programmer. But I would like to make sense of it for the future. Also, I don't even know how to search my logs for problems. This is all a new learning experience for me.
